Can anyone suggest a close match for Genesee & Wyoming orange and yellow? I prefer using lacquer based paint such as FLoquil, Testors or Scalecoat.

Well, to answer this question more completely, allow me to impose a few of my own:
Are you looking for a match to a factory painted unit?
And if not, maybe a unit you're intending to model?
To answer your question generally; I live in the NY/PA region of G&W's railroads, and the paintshop which is turning out the units now is Brookville. Their colors are pretty standard from unit to unit nowadays. The colors I find to have worked best for G&W units is Accuflex or ScaleCoat II Refer Orange and Refer Yellow. The yellow is almost a dead-on match, and the orange can maybe get one to two drops of yellow or white for taste. Spray a test panel first to see! Of course the black can be straight black, I myself tend to use Engine Black, and I give the unit a final once-over with semi-gloss clear, unless It's being weathered mroe heavily, then I nail it with dullcoat.
Also something I do which helps the colors, is I spray a very very light coat of either MOW gray or Refer White as a primer. This is an extremely thing layer so as not to obliterate any details, but it helps give the colors a base to stand out on.
