It looks to me like it is a CF7, but it looks like the wheelbase is shorter. It would be an interesting build! en.wikipedia.org/wiki/CF7-Andrew

Yeah, that's what I thought at first glance, "it's a CF7".
But it's not. Look at the frame - it's shorter and the loco runs on AAR switcher trucks. It looks like a mish-mash of a switcher frame and innards with a shortened EMD 35-line nose, a 35-line cab and long hood, doors off an Alco, F7-style 36" rad fans, and a jerry can of a fuel tank.

I really like it. To me it looks like that they used a GP7 / 9 hood and subbase, then a second generation cab and nose and put it on a switcher underframe, like CN's "Sweeps".
