In the round robin group I belonged to, there was a unwritten rule that the folks who chose not to operate or participate had to either be quiet or move to an area where they could converse without bothering others. All layouts in the group used radio control or wireless throttles, and the operators communicated with the dispatcher via headset. Less noise makes it easier to operate. Some had a call board, and only operators were permitted in the operating area. Those not operating could observe from areas not impeding the operators. If someone was there shooting video folks were asked to be quiet or move out of the area until the person shooting the video was finished. Just common courtesy.

Awesome looking layout but you'd better stock up on Aspirin before an operating session. Between all the talking back and forth across the layout and the noise makers in all the locomotives that place is annoyingly loud. It doesn't help that the engineer was a little too horn happy. FRS radios with headsets are required at all the layouts I operate on. Watching that video also re-confirms my decision to not have sound decoders in my locomotives. Other than the noise, the layout is great. Good looking scenery. All the rolling stock looks good. Everything looks properly detailed. 4 window cabs on the SD45s. Even saw a C415 working one of the yards.
