The 2300 horsepower U23C locomotive was first offered by GE in 1968, and featured a V-12 cylinder version of the standard GE FDL diesel engine. Designed as a competitor to EMD's SD38 and SD39 series, it was intended for heavy transfer, drag and hump service where speed was not a priority. Other then the 6 tall doors in the engine compartment and 7 doors ahead of the engine compartment, versus the 8 and 5 respectfully of the U30C, there are very few features which distinguish the U23C from the U30C.
A total of 73 units were built at the GE Erie plant, including 20 for export to Brazil. An additional 150 units were built by "GE de Brazil" from 1972 to 1976, some from "kits" provided by GE.
Phase Ia:
a: Entire hood below radiator is the same width as the radiator itself.
b: Radiator intakes have a flat screen flush with the car-body.
c: Radiators are taller then the car-body.
d: Rear of long hood matches the height and width of the radiator section.
e: Air filter screen ahead of the radiator intake screen.
f: Small taper/flaring just ahead of the radiator.

i: Rectangular headlight casing.

k: Eight equipment doors on left side below cab.
