What color or mix of paints would look like the natural rusty brown color I see on the sides of locomotive wheels?

There is no perfect rust color as rust comes in thousands of shades. I often use two Modelmaster paints for general rust, Leather and Rust and combinations thereof. PolyScale's Roof Brown and Rail Brown are good too. You have to experiment and check against photos. I like to use Modelmaster Burnt Umber P

Your palette, as a minimum, should have burnt umber, burnt sienna, raw umber, raw sienna, black, white, thalo blue and alizarin crimson. Blend different colors on a card until you see what you like and apply the selected colors in small dots along the plate of the wheel (which has been primed before hand) and smear together around the wheel plate with a sponge tip applicator (like women use for eye makeup). The blue and red colors replicate heated metal and the others will replicate the various rust colors found on rail wheels. I use oil paints, however, others will have some favorite formulas as well, so keep reading this forum and experimenting until you get the rust shade you are looking for.
