Yah, they are some of the Brazilian eight-axle narrow gauge locomotives. They have to be shipped by truck since standard gauge trucks can't be used to transport them to the port of call.

Definately unusual.
Like the paint scheme and details, looks like a lower bar running the length of the loco below the handrail? Kind of neat. What is the tank hanging below the walkway justin front of the main fuel tank?

looks like air tank or maybe fire suppresion system?

That's the main air tank, due to the fuel tank being shortened to allow the span bolster B-B trucks they've had to rearrange things. Moving the main air tanks to the new positions allows a bigger fuel tank in the space available.
