I am thinking it is some sort of wind protection from the cold prairie blasts in order to keep some heat in the unit.
Another unusual feature of this unit is the sloped corners on the low nose. They're hard to make out in the picture, but I have not been able to find a photo online of anything like it, yet, to show as an example. If I get a chance at a closer shot I'll grab one, but this thing is usually across a ditch full of snow and no where near an aproach.

Looks like the link didn't work sorry guys,but I found some info from flickr which said it was built from a retired CP GP9U and is an 1800 hp 3 engine genset.

At first, those gray "elephant ears" looked like the gray foam Atlas packs with their engines on the long walkways.
