With the GP-7 wrapping up I took on a new project the GP-28. Built between March of 64 to Nov of 65. Basically it's a non-turbocharged version of the GP-35, but with a 1700 Gal fuel tank. Yeah, sorry about that. Just put it in the parts list. But I'm using a Athearn GP-35.

Tim, according to the picture you posted, Railflyer Pt# 4060 probably wont work. IC 9436 has the early style fuel tank. The RF part is for later 35 series and newer 1700 gal. equiped EMD's. I'm pretty sure most IC GP28's were phase 1a units like the one pictured above. Note: no bump at the bottom under the center of the cab headlight. Triple louver sets on the battery box doors and the very cool extended plate on the engineers side of the battery box door step well. This will be a great locomotive to model.

I'm going to play dumb right now. But comparing the two fuel tanks I don't see any difference. What is the difference?

It's ok Tim. They can be hard to tell sometimes. Early GP35's (up till 6/'65) are actually built on the same "Fishbelly" frames as older geeps dating back to the GP7/9. What you need to model is this older fuel tank type which is the same as any GP30, 20, 18, 9 etc. Here is your early style on the IC GP28's: This is a phase Ib. Now heres your later phase III GP35 tank: Notice it's larger just like 40 series and newer EMD's. Also the frame sill has no dip in it surrounding the fuel filler. Anyways what RFMP has for a 1700 gal. is the later style. I'm 99% sure that Christopher has not produced the early style yet. You can allways ask him though

You might be able to just cut down the Athearn tank too. The PK2 might have better detail though.
