That would be a pretty good kitbash there... Heck if you wanted one of those I would do the 7107 instead as it is less work but if you really wanted to do the 7102 then you have some work to do...
I dont think there are decals out as of yet but I am sure it wont be long and if not you could enlist a company like ELS(http://www.elstrains.com/) who might could do them for you..
Yes a proto would work as a starter and some Athearn Q-fans and alot of plastic...Good luck and let know if you are going to do it...

looks a bit like nyc jade green or pc green to me. maybe a mix of gn glacier green and gn big sky blue.

I thought long and hard on this one, then talked myself out of it. However, I will share my thoughts: 1) Use an Atlas SD24 shell for the radiator section. You get the four-panel radiator screens and radiator fan hatch with the proper shape AND holes for three 48-inch fans. 2) Behind the cab would be pretty easy with Cannon parts. 3) The real stumper was getting the correct number and placement of all those louvers. Then I recently found out about one of Archer Transfer's recent offerings- Louver decals (info here: www.archertransfers.com/AR88038.html . They also make the narrow style: www.archertransfers.com/AR88039.html ) 4) Decals: I made a test set for the GP40-based GP22ECO last year when a friend and I were discussing these models. What I discovered: 4a) The font used for the lettering is called "Rockwell". 4b) The half-earth can be found by doing a search for NASA images. (Take the whole globe image and crop out what you don't need.) 4c) The short block 710 was made by taking an image of a 16-cylinder 710 from some PDF and Photoshopping it. (Sorry, I don't remember where I found the PDF, only that it took me almost a week of scouring the web to find it.) 4d) The globe and engine block were printed with a color laser printer onto white decal paper and then the edges were colored black with a sharpie before applying. The lettering was printed with an ALPS printer. (Yes, I still have one; Sorry, I won't do custom decals- BAD experience years ago.) ELS would be a good bet for the lettering and POSSIBLY the globe/engine if you supply the artwork. 5) Paint color: My buddy had matched a swatch to the color used on the "Shamu" SD90MAC demonstrator. The color he came up with was "GM Teal" from an automotive paint supplier. (He paints brass and likes the auto paints.) In water-based paints, I did not find an easy match. I agree with the Jade green comments, as well as the Glacier green (GN) comments. I did find a Testors Model Master "Tropical Turquoise" spray can lacquer that would have been perfect had the color actually matched the label on the can. As it was, it was a tad on the light side. 6) Misc: BLMA makes headlight cover plates (GP40-based demonstrator) and "RV" air conditioners (GP7/9-based demonstrator). If I have time, I will get the test shell back (an old Atlas/Roco GP40) and post photos. Should make an interesting model...
