I *think* so...these were ex D&H units that were originally Reading (the "V" rain gutter above the cab is the spotting feature). I do know they're not painted like that anymore.
ANd i was wrong--it's a GP39...not GP38...

gotta admit, it looked better in RDG paint than it did in GRS or does in CSX!

This is a former Reading/D&H GP39-2. One could tell them from the original D&H 7600 class 39's because these had the clasp brake rigging, while the 7600's had 1 shoe per wheel. I have heard several stories why these units did not stay on the D&H, as I have asked at work. Some of the senior guys say that CSX was subsidizing operations while we were in bankruptsy. This was repayment. The other story is that CP was so standardized on GP38's and SD40's that these were odd balls. Many of the senior engineers say that these were our best engines, and they wish that these were kept over the 7300 class GP3802's. They also say that these were better than the 7600 class GP39-2, which came new.
