Did Overland ever produce an HO C628HH? I'm more interested if they did a CNW version (if they were any mods after they got them from N&W I don't know for sure).

Not sure about Overland, but Stewart made the high hoods, and in several CNW paint variations. The C-628's remained pretty much as built on the CNW, they just ran them (and ran them and ran them), first on the lines out of the Twin Cities then on the Michigan ore lines, until retirement time. About all they got was a coat of yellow and green paint and general maintainance. The CNW leased some of them (along with some of the N&W C-630's) before they bought the 628's, and I always thought it was a shame they didn't buy the 630's as well.

I have the Stewart C628HH (undecs), and for the Ore Line as well for when I lived there. I'll have to watch ebay more closely as I didn't see those. I would assume there's very little that Overland, or Key for that matter, didn't do as far as mainline power goes.
