I know I can get Dofasco MLW sideframes from PMI, but will they match up with the wheelbase on the Stewart C628? I can't tell just from looking, but I am thinking "yes."
Any help is appreciated.

The PMI kits aren't just sideframes, but also conversion parts for the Stewart trucks. As you may know, the Dofasco truck carries equal axle spacing, but the Alco trimount truck does not.
Essentially, the PMI kit moves the outboard axle in toward the middle axle and equalizes the spacing. It also has the effect of removing power to the third axle, resulting in a six axle locomotive with four driven axles. From PMI's website, this didn't affect pulling power by much.

Thanks for the info. I am also on the fence about a TVM model... but I've heard they run rough.. can you add DCC to a TVM?

You can add DCC to anything as long as you insulate the decoder. Tiger Valley models are of primarily die-cast metal construction, so the frame is likely polarized.
You'd have to electrically isolate the motor from the frame.
