I didnt know these even existed! I didn't either until I modeled a CSX MP15AC. I saw these things in the proto pics but were too small to tell what they were. I asked about them (on another forum) and one of the guys sent me the pics I posted. Since then, I've noticed them on a lot more locos.

I have seen those on most of the GP class locomotive on the FWWR. I think they are called flange lubricators. Somebody posted something about these in the past on here.

I think most modern engines have these now a days. It uses a grease stick I believe to lube the flange, so yes a flange lubricator of sorts.
