FEC Blue has always been a tough color to match. I knew a guy who had some automotive paint mixed from the FEC paint spec, but I've lost touch with him. Spray can is going to limit your options some, although if you order direct, I think just about all the Scalecoat paints are available in a spray bomb. I've seen suggestions of C&O blue, but I think it's a bit too gray. Ditto Mopac blue, but that sounds closer to me than C&O blue. I've also seen recommendations for Tamiya Royal Blue, but alas, that's not available in a spray. Looking at Tamiya's online chart: www.ipmsoc.org/links/resources/tamiya-paint-catalog.html#sprayI'm split between TS-15 Blue and TS-44 Brilliant Blue, but I'm not sure I trust such charts anyway. Start saving up for an airbrushing kit. Models like yours deserve a better finish. The little "pancake" compressor that's on sale frequently at Harbor Freight should make an excellent airbrush compressor, and with a good regulator and something like a Paasche H-3, you'll have a set up that will run rings around a paint bomb. I used Scalecoat II C&O Blue. What I learned during this process is that I love Tamiya's paint and Scalecoat not so much

What I would do is not strip the shell but mix in a drop or two of white to the blue you have and see how that looks to the real thing.
And if you get it close i would just spray it over the dark blue color.
The white anti-skid on the roof is ok, as the WSOR uses a light color or off white color as an anti-skid on there roof.

I've decided to finish the red unit completely, then move on to the next. I'm currently applying data decals , will post pic tomorrow and another I jacked up the big FEC emblem decal so I have to order another set. I learned the hard way of not touching the decal after Micro Sol has been applied lol.

Since he's using spray cans, I have to assume it's impossible for hurricanefec to mix paint. Unless there's some technique with spray bombs that I'm unfamiliar with, he's limited to what's available in the cans. That's one of the reasons I encouraged him to start saving for an airbrush setup.
