I have a question about Phase 2 EMD NW2 switchers built in 1945.
Would 567A engines be in Phase 2 EMD NW2 switchers built in 1945? In later rebuilding upgrade programs, could they be upgraded to 567ACs and would they get an increase in horsepower?

The 567A should have gone into all post-wartime-restrictions NW2s. So, barring the possibility of the exceptions to the rule, yes, a 1945 phase II unit would have the 567A engine.
To the best of my knowledge, a 567AC is merely a 567A with some operational improvements. The changes did not increase the horsepower ratings. For that you would need to swap out the A-block for a B or BC -block 567, which would give you up to 1200hp. Probably not worth the effort - at least not until you get to the 1970s era of the rebuilding craze.

I was just reading in Utah Rails about Kettering’s history of the 567. It sounds like EMD swapped out the early 567 versions for the A version. Railway Preservation had an article about the sustainability of various phases of 567. The AC, and BC was a mod to use the improved cooling water system of the C version.
