I've been toying with the idea of an RS11 for some time. I love the yellow showing through the black in this photo. What's the best way to reproduce it? Black first, faded yellow on top? Or yellow first, black on top, remove (wet or dry?) to show yellow? Do you think this means painting stripes, rather than use decals? Observations please folks!

I'd try painting the shell yellow first, mask the stripes, and then spray a light coat of faded yellow. Then, paint the black. Allow to cure fully. Don't letter it yet...
Leave the masking in place, lightly soda blast the shell to reveal the faded yellow bits where you want them, then remove the masking.
Spray a gloss coat, apply the decal lettering, follow up with flat finish.
Weather as usual.
This should work, but I haven't had to model a unit in this condition.
